If the eight lawmakers on the dais Monday at the Union League Club were in control of budget talks in Springfield, the Illinois budget impasse would have been over long ago.

But the four Democrats and four Republicans who participated in Monday’s Illinois Campaign for Political Reform/Truth in Accounting state budget forum are caught in the deadlock between Gov.
